Finland’s licensing system: what changes for players

Finland is moving from an exclusive-rights system to a licensing system. Administratively the change is large, but for a player its content is worth separating from the advertising: a licence changes supervision and legal recourse, not the mathematics of the games. This article takes the two sides one at a time.
What the change is about
Gambling in mainland Finland has long rested on the exclusive right of Veikkaus. Under the reform, online casino games and betting become subject to licences: an operator applies, commits to conditions and comes under supervision. The timetable, the licence conditions and the supervising authority are written into the act, and the text in force is worth checking in Finlex before trusting any single date on a website – this one included.
What a licence changes for the player

What a licence does not change
This is the part the advertising leaves out. A licence does not touch any of the following:
- Return to player. RTP is a property of the game's mathematical model. It is set by the game studio, not by a licensing authority.
- The house edge. One hundred per cent minus the return to player is what stays with the house, regardless of who supervises the business.
- Expected value. In a casino game the expected value of a single bet is negative for the player. Being licensed does not turn it positive.
- Randomness. The result of a round is drawn by a random number generator that knows nothing about the rounds before it.
In other words: a licensed game is a supervised game, not a cheaper game. If a site presents a licence as a promise of winning, it is selling you the wrong thing.
How to check an operator's licence
- Look at the foot of the site for the issuing authority and the licence number. The word ”licensed” on its own is not information.
- Open the issuer's own public register and search by that number. If there is no register, or the number is not there, the claim cannot be verified.
- Check which company the licence was issued to and compare the name with the site's terms. The names have to match.
- Check whether the licence covers the country you are in. A licence in one country is not a licence everywhere.
The same applies to this site: we do not publish a licence number for Betsobet, because we have no register entry to show. Saying so is more honest than a general assurance, and the licensing page sets out what follows from it.
Questions and answers
Do the odds improve under a licensing system?
Not automatically. Odds and return rates are decisions of the operator and the game studio. A licence sets boundaries for marketing and player protection, not for the price.
Are winnings tax-free?
The tax treatment depends on which country the operator works from and under what licence. It is not a matter of opinion – the current guidance comes from the Tax Administration.
Is it worth waiting for the licensing system?
If you play, waiting does not change the price of the game. What is worth doing in any case is setting a limit in advance – that is covered in Sisu and responsible gambling.
